In Genshin Impact, players have the option to participate in a system called a gacha that allows them to spend Primogems, an in game currency, Wishes to receive new characters. A single Wish usually costs around 160 Primogems, and a 10-pull with increased chances to score rare characters requires at least 1,600 Primogems. Otherwise, the penultimate 5-star pull is guaranteed to be the featured upon its arrival; so it gives a little bit of control over randomness.
In addition to that, special events in the game like anniversaries or higher version patches would often introduce new characters along with some promotional events for better chances to collect them. As an example, new regions like Inazuma or Sumeru have brought forth a host of new characters who rep different elements and playstyles — say Electro or Dendro users. They say that it is important to know own role players are worth, as such strategic planning when selecting which characters to gear them up is (it involves elemental reactions and team synergy).

The game's official forums and community platforms frequently provide early release information for characters, thus providing an opportunity for players to prepare their next move. Otherwise if we hit pity with a proper amount of planning and managing our resources well, we end up with a strong team using less than the maximum budget for this game.
